What material you print on depends on what you want to use the heart design for. If you want to print the 8×10″printable and frame it to put on your wall or table, I recommend printing it on this lovely cardstock.
For your pillowcase, tote bag or t-shirt, I recommend and have used this fabric transfer paper. Or this dark fabric transfer if you want the white background of the heart to show on your fabric. If you use light fabric transfer paper the white background will be transparent. So use either dark fabric transfer paper or white fabric with a light transfer paper if you want the white background of the heart.

Print this on white printable shrink film, follow the instruction on package to shrink your design, punch a hole on top, add twine and you got yourself a cute heart gift tag or hanging decoration for your door or wall.

Cut out the tag using a scissor or paper trimmer. I prefer to use the trimmer because I get a nice straight and smooth cut. Not to mention saving me a lot of time cutting by hand.
You can punch a little hole on top of the gift tag using a hole puncher. Then string it onto your gift.
